1. Acceptance of Terms

By accessing or using the HSDI Helios platform, you agree to be bound by these Terms and Conditions and all applicable laws and regulations. If you do not agree with any part of these terms, you must discontinue use of the platform immediately.

These Terms and Conditions constitute a legally binding agreement between you and the Havana Syndrome Discovery Institute (HSDI). HSDI reserves the right to modify these terms at any time. Continued use of the platform following notification of modifications constitutes acceptance of the revised terms.

2. Permitted Use of the Platform

The HSDI Helios platform is provided for legitimate research, policy analysis, victim support, and institutional engagement purposes related to Anomalous Health Incidents (AHI). You agree to use the platform only for lawful purposes and in a manner consistent with these terms.

You may not use this platform to: submit false or misleading information; attempt to gain unauthorized access to any system, database, or account; interfere with platform operations or security; harvest data through automated means without prior written authorization; or engage in any activity that violates applicable local, national, or international law.

Access to certain platform features, including classified briefing materials and government-tier intelligence products, is restricted to verified institutional partners and credentialed users. Unauthorized access to restricted materials constitutes a violation of these terms and may result in legal action.

3. Intellectual Property

All content on the HSDI Helios platform, including but not limited to text, graphics, data visualizations, scientific frameworks, agent architecture designs, and the HELIOS MPPT-CoT methodology, is the intellectual property of HSDI or its licensed contributors and is protected by applicable copyright, trademark, and trade secret law.

You may access and view platform content for personal, non-commercial research and educational purposes. You may not reproduce, distribute, modify, create derivative works from, publicly display, or commercially exploit any platform content without prior written authorization from HSDI.

Citation of HSDI materials in academic publications is permitted provided that proper attribution is given and the citation follows the format specified in the Source Materials section of this platform.

4. User Submissions and Case Intake

By submitting information through the Case Intake form, Contact page, or any other platform submission mechanism, you represent that the information provided is accurate to the best of your knowledge and that you have the right to submit such information.

You grant HSDI a non-exclusive, royalty-free license to use, process, and analyze submitted information for the purposes of AHI investigation, scientific research, and policy development, subject to the confidentiality protections described in the Privacy Policy.

HSDI does not guarantee any specific outcome, response, or action resulting from a submission. Case intake submissions are triaged according to the HELIOS protocol, and response timelines are determined by severity classification and available investigative resources.

5. Disclaimers and Limitations of Liability

The HSDI Helios platform is provided on an "as is" and "as available" basis. HSDI makes no warranties, express or implied, regarding the accuracy, completeness, reliability, or fitness for a particular purpose of any content on this platform. Scientific frameworks, agent analyses, and intelligence products presented on this platform represent the current state of HSDI's investigative methodology and are subject to revision as new evidence emerges.

Nothing on this platform constitutes medical advice, legal advice, or a formal intelligence assessment. Individuals experiencing symptoms consistent with AHI should seek immediate medical attention from qualified healthcare providers. HSDI's materials are intended to support investigation and policy development, not to substitute for professional medical or legal counsel.

To the maximum extent permitted by applicable law, HSDI shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of or inability to use this platform.

6. Third-Party Links and Resources

This platform may contain links to external websites, government databases, academic publications, and other third-party resources. These links are provided for informational purposes only. HSDI does not endorse, control, or assume responsibility for the content, accuracy, or practices of any third-party site. Access to third-party resources is at your own risk and subject to the terms of those resources.

7. Governing Law and Dispute Resolution

These Terms and Conditions are governed by and construed in accordance with applicable law. Any dispute arising from or relating to these terms or your use of the platform shall be resolved through good-faith negotiation in the first instance. Where negotiation fails, disputes shall be submitted to binding arbitration in accordance with applicable arbitration rules.

Nothing in this section prevents HSDI from seeking injunctive or other equitable relief in any court of competent jurisdiction to protect its intellectual property or confidential information.

8. Termination of Access

HSDI reserves the right to suspend or terminate your access to the platform at any time, without notice, for conduct that violates these Terms and Conditions, for any activity that HSDI determines in its sole discretion to be harmful to the platform, its users, or its mission, or for any other reason HSDI deems appropriate.

Upon termination, your right to use the platform ceases immediately. Provisions of these terms that by their nature should survive termination shall survive, including intellectual property provisions, disclaimers, and limitations of liability.
