HSDI operates under a dual-audit verification system enforcing zero-deficiency records. Every evidence node passes Citation Audit and Contradiction Audit before ledger entry. The fail-closed policy guarantees that no analytic conclusion can be produced without verified, blockchain-anchored evidence.

Evidence Ingestion

Raw evidence enters the HELIOS pipeline via secure ingestion channels. Each item is timestamped, source-tagged, and assigned a provisional evidence node ID.

Citation Audit

Every factual claim is traced to a verifiable primary source. Claims without traceable citations are flagged as UNVERIFIED and cannot proceed to the Evidence Kernel.

Contradiction Audit

Each evidence node is cross-checked against all existing nodes in the same domain. Contradictions are flagged, isolated, and submitted for expert adjudication.

Cryptographic Stamping

Verified evidence nodes receive a cryptographic hash and are written to the blockchain-anchored Evidence Kernel. No retroactive modification is possible.

Expert Adjudication

Flagged contradictions and unverified claims are routed to the relevant domain expert agent for resolution. Human oversight is mandatory for all adjudication decisions.

Ledger Entry

Adjudicated evidence nodes are finalized and entered into the immutable ledger. The node's provenance chain, including all audit steps, is permanently recorded.

Core Ethics Principles

Non-Fabrication

No facts, citations, metrics, or claims may be invented or inferred without verified primary source evidence. All outputs are traceable to their evidentiary origin.

Transparency

All analytic reasoning is documented in the provenance chain. Decision rationale, evidence weights, and contradiction flags are permanently recorded and auditable.

Human Primacy

All adjudication decisions require human expert oversight. AI agents provide analysis and flag issues; humans make final determinations on contested evidence.
